What Makes Oklahoma's Program Unique

Oklahoma's medical cannabis program is unlike any other in the country. When voters approved State Question 788 on June 26, 2018 (56.8% yes), the law they passed contained no list of qualifying medical conditions. Any licensed physician can recommend cannabis to any patient for any reason. This was unprecedented at the time and remains one of the broadest medical programs in America.

The program is administered by the Oklahoma Medical Marijuana Authority (OMMA), established by the Unity Bill (HB 2612) signed on March 14, 2019 and codified at 63 O.S. §§ 427.1–427.24. The original SQ 788 provisions remain at 63 O.S. §§ 420–426.

Who Qualifies?

There is no qualifying conditions list. Unlike states that require cancer, PTSD, chronic pain, or other specific diagnoses, Oklahoma leaves the decision entirely to the recommending physician. If your doctor believes cannabis may benefit your health, they can write a recommendation. Period.

To be eligible for an OMMA patient card, you must:

  • Be an Oklahoma resident (or hold a valid out-of-state medical card for a temporary license)
  • Obtain a physician recommendation from an Oklahoma Board-certified physician
  • Be 18 years or older (minors require a caregiver)

A marijuana license may be recommended by any Oklahoma Board certified physician. No qualifying conditions are specified.

How to Get a Patient Card: Step by Step

  1. See a physician. You need a recommendation from an Oklahoma Board-certified physician. Telemedicine appointments are permitted — you do not need an in-person visit. Dozens of cannabis-focused clinics offer telehealth evaluations.
  2. Apply online at the OMMA portal. Visit omma.ok.gov and complete your patient application. Upload your physician recommendation, a government-issued photo ID, proof of Oklahoma residency, and a passport-style photo.
  3. Pay the application fee.

  4. OMMA reviews your application. Processing takes up to 14 business days.
  5. Receive your card. Once approved, your digital card is available through the OMMA portal. You can begin purchasing from licensed dispensaries immediately.

OMMA processes applications within 14 business days. Plan ahead, especially if you are an out-of-state patient applying for a temporary license before a visit to Oklahoma.

SB 1066 (2025): Physician Requirements

In 2025, SB 1066 added new requirements for physicians who recommend medical cannabis:

  • OMMA registration: Recommending physicians must now register directly with OMMA
  • Continuing Medical Education (CME): Registered physicians must complete cannabis-specific CME coursework

These requirements are designed to ensure that physicians recommending cannabis have a baseline of knowledge about its medical applications and risks. They do not change the patient experience — you still do not need a specific diagnosis, and telemedicine is still permitted.

What Your Card Allows

Caregivers

Patients may designate a caregiver to assist with obtaining and administering cannabis. Key rules:

  • Each caregiver may serve up to 5 patients
  • Caregivers can possess cannabis on behalf of their patients
  • Caregiver cultivation: up to 30 mature plants + 30 seedlings total (for 5 patients)
  • Caregiver registration is free through the OMMA portal
