Renewal fees are tiered by business size and revenue under HB 2179 (2023). Large indoor cultivators pay the highest renewal fees (up to $50,000+), while smaller operations pay the base $2,500 rate. This tiered structure was designed to scale regulatory costs to the financial capacity of the licensee.
Grower License
The Grower license authorizes the cultivation and harvesting of medical cannabis. Growers plant, cultivate, harvest, dry, cure, and package cannabis flower for sale to licensed processors and dispensaries. Operations range from small outdoor farms to large-scale indoor cultivation facilities.

The license moratorium (HB 3208, extended by HB 2095) blocks new applications for grower, processor, dispensary, and transporter licenses through August 1, 2026. HB 3143 proposes extending to August 2028. HB 3144 proposes a permanent cap of 2,550 grower licenses.
Processor License
The Processor license authorizes the processing, manufacturing, packaging, and labeling of cannabis products for sale to dispensaries. Processors purchase harvested cannabis from licensed growers and create derivative products including concentrates, edibles, topicals, tinctures, and pre-rolls. All processed products must meet the tamper-evident pre-packaging requirements under HB 2807 (effective June 1, 2025).

Dispensary License
The Dispensary license authorizes the sale of medical cannabis products directly to patients holding valid OMMA cards. Dispensaries must verify patient card status for every transaction, maintain compliant point-of-sale systems integrated with Metrc, and follow all packaging, labeling, and advertising regulations.

Transporter License (Standalone)

This is a standalone license for third-party transport services — licensees can also transport their own product between their own facilities using their primary license.

Transporter Agent
The Transporter Agent credential authorizes an individual to physically transport cannabis on behalf of a licensed transporter. This is a personnel-level credential tied to a specific transporter license.
Testing Laboratory License
The Testing Laboratory license authorizes the laboratory analysis of cannabis products. All testing labs must hold ISO/IEC 17025 accreditation and operate independently from growers, processors, and dispensaries. Labs test every production batch for potency, pesticides, heavy metals, microbials, mycotoxins, residual solvents, and moisture content.

Waste Disposal License
The Waste Disposal license authorizes the collection, transport, and disposal of cannabis waste from licensed facilities. Cannabis waste must be rendered unusable and unrecognizable before disposal, following OMMA-approved protocols.

Research License
The Research license authorizes the possession and study of cannabis for research purposes. This license is designed for academic institutions, laboratories, and organizations conducting scientific research on cannabis.

Employee credentials continue to be processed during the moratorium, as they are tied to existing licensed businesses rather than new license applications.
Tiered Renewal Structure (HB 2179)
HB 2179 (2023) replaced Oklahoma's flat renewal fee with a tiered structure based on business size and revenue. This was a significant policy shift designed to:
- Scale regulatory costs proportionally to the financial capacity of the licensee
- Reduce the burden on small operators while increasing fees for the largest operations
- Generate adequate revenue to fund OMMA's $37 million annual budget (which is entirely fee- and fine-funded, not tax-funded, per SB 18X 2023)
The largest indoor cultivators pay renewal fees of $50,000 or more, while small operations pay the base rate of $2,500. Specific tier thresholds are defined by OMMA administrative rules and are based on factors including square footage, canopy size, and gross revenue.
75% Residency Requirement
Oklahoma law requires that at least 75% of business ownership be held by Oklahoma residents. This is one of the strictest residency requirements in any cannabis-legal state and applies to all license types. Ownership changes must be reported to OMMA and verified for residency compliance.
